PA: New settlements could derail talks

Bethlehem – Ma'an – Israel's plan to build 1,600 new housing units in occupied East Jerusalem is "dangerous" and has the potential to thwart US efforts to restart peace talks, the Office of the President said Tuesday.

The Israeli Interior Ministry's announcement came one day after it approved 112 housing units in the Betar Illit settlement in Bethlehem.

Presidential spokesman Nabil Abu Rudeineh issued a stern response to the move, which came a day after US envoy George Mitchell arrived in the region, saying it could "derail negotiations and ensure the failure of US efforts before they begin."

Abu Rudeineh added: "It is now apparent that the Israeli government does not want negotiations, nor does it want peace. The American administration must respond to this provocation with effective measures."

He said moving forward would "no longer be tolerable" after "these provocations" absent action from the US. "Without real and effective American pressure, adopting a position that would make Israel stop these actions, they will destroy the peace process."

The White House also condemned the move, spokesman Robert Gibbs said hours after the announcement. US Vice President Joe Biden, in Israel since Monday, was expected to make a statement, as well.

The Israeli Interior Ministry defended the announcement's timing, insisting it was not deliberate.

"The Jerusalem District Planning Committee ... approved a plan which has been in the works for over three years. This is a procedural stage in the framework of a long process that will yet continue for some time," the ministry said in a statement.

A meeting that approved the construction "was determined in advance and there is no connection to US Vice President Joe Biden's visit to Israel. Interior Minister Eli Yishai updated Prime Minister Benjamin Netanyahu on the foregoing earlier this evening," it concluded.

Saeb Erekat, the chief PLO negotiator, expressed reservations on the recently announced indirect negotiations, long sought since US President Barack Obama took office.

"President [Mahmoud] Abbas wants certain answers to some inquiries he submitted to US Middle East envoy George Mitchell before indirect talks can start," Erekat told reporters in Jericho.

"The required answers are about the Israeli government's approval of more residential units in settlements and home demolitions. We expect answers within the coming days," he added.

Erekat said the proposed indirect negotiations, expected to begin in days, would be futile if the borders of the future Palestinian state were not agreed upon in advance. Border proposals must include all the Palestinian territories occupied on 4 June 1967, he added.

The top PLO official stressed that "indirect talks shouldn't be traditional, with the US mediator shuttling between two rooms designated for the negotiation teams ... We want a practical negotiations process, where each negotiating team can hold consultations.

"The process may involve two separate delegations, invited to Washington separately, to discuss each issue in order to bridge the gap and thus both sides start direct negotiations."

Erekat suggested that Mitchell affirm that the Palestinian state will include all the territories occupied on 4 June 1967, and that in the event territories were to be exchanged, it would be on an equal basis.

Furthermore, Netanyahu's government should demonstrate its commitment to negotiations by halting settlement activities, stopping the daily detentions of Palestinians, and freezing construction on the separation wall, he said.

"If these activities continue, Israel will be foiling the US proposal and international efforts," Erekat insisted.

This sounds like a lot of dancing by the Palestinians for the Occupiers. The title is laughable: "PA: New settlements could derail talks" Really? U think?! How about ALL settlements derail talks. How about Israeli occupation and puppet PA gov't impede liberation of Palestine. This is absolutely ridiculous. I want/wish my stupid gov't would do the right thing and stop giving money and support to Israel! They couldn't survive with out it! The U.N. and world body need to stop giving in to them!

America and Israel will talk beautiful words; Abbas and his coterie will express outburst after outburst; Mitchel will come a hundred times; Arab league will send threats as it continue to do for the last several decades, but Palestine will not be liberated. The simple reason: "Israel doesn't want that". Reduce your expectations from all of them and keep resisting

Proving once again that it is the Palestinians who lack a "partner" for peace, not the Israelis. Biden and Obama should have the courage to shut off the money tap to ISR -- that would bring them to the table.

#2 Agreed. However, you should know that the PA has proven itself a cover for Israeli piracy practices as well as an intrument of the ineffective and undemocratic Arab League. The PA does not represent its people. The proof is that the PLO "vote" to resume negotiations was a charade - most factions voted AGAINST resumption of talks, but the old guard of Abbas & CO. hijacked and twisted the session to make it appear as if they adopted the Arab League corrupt position.

All things being equal, if the U.S. & the U.N> stops giving money to Israel then they should also stop giving it to the Palestinian's..
Israel has prospered and built a thrving economy, why the Palestinian's have
let their leaders lead them around like sheep to slaughter, stealing a good portion of the money they've received from various world bodies..
You might want to refresh your memory and recall that the Palestinian's rejected the Partition

#7 Ben Jabo> The Arabs did the right thing in 1948 to reject partition because that plan was flawed, biased towards a persecuted people in Europe being promised illegally land that did not belong to the colonizing powers at the time. Let us remind you that Palestine was majority Arab NOT Jewish yet the UN tried to impose an unjust partition plan. We do not regret my friend. We want ONE state now that Israel shot itself in the foot !!

Nour & Hussam: can you explain to me..in one state..what's going to prevent israel from abusing & attacking pals seeing how much hatred they have for arabs? my biggest fear is that israel will come totally unglued which will spark huge, ongoing aggression against pals. there will be little difference, it will just become a battle of separation within one country instead of two..no? enlighten me please!?!

The Brits, a colonizing power, deciided to reward Emir Abdullah with his artificial kingdom of Jordan, you aren't aopposed to that, are you?
Syria, Saudi Arabia and Jordan were also established by colonizing powers, how come you['re not grumbling about that

Let's say you get one state, then the usual results will follow, Fata & Hamas will be at each others throats trying to gain control, just like Iran & Iraq
