AMMAN (Ma'an) -- Palestinian envoys handed Israeli officials a proposal for resolving border and security issues at a meeting in the Jordanian capital on Tuesday attended by international Quartet delegates.

Jordanian Foreign Minister Nasser Judeh said Israeli representatives promised to respond to the proposals in future meetings, which were agreed to be held in Amman at an unspecified date, official PA news agency Wafa reported.

Judeh emphasized that there were no specific breakthroughs at the meeting, which was called by the international Quartet and attended by PLO official Saeb Erekat and Israeli delegate Yitzhak Molcho.

"The gap is wide between the two sides on all issues ... The issues are complicated and we do not expect to resolve them in a day or two," he told reporters in Amman.

Negotiations stalled in late 2010 after Israel refused to renew a partial freeze on Jewish settlement in the occupied West Bank, which officials say threaten a viable Palestinian state.

On Tuesday, President Mahmoud Abbas told reporters in Ramallah that Palestinians were ready to resume direct talks if the Israeli government agrees on freezing settlement expansion.

Judeh did not confirm Israel's position on a settlement freeze, but noted "an agreement on borders and security will put an end to settlements," according to Wafa.

Both sides had downplayed the meeting, with senior PLO Wasl Abu Yossef insisting: "This is not a resumption of negotiations."

The Palestinians were simply fulfilling a request by the Quartet to present their positions on the issues of security and borders, he said prior to the summit.

Hamas spokesman Sami Abu Zuhri had called on the Palestinian Authority to boycott Tuesday's meeting, saying it was "repeating a policy of failure."

"The only beneficiary (of the summit) will be the Israeli occupation," he said, in remarks echoed by leftist faction PFLP.

Marwan Barghouti is totally right in both: - writing that "the peace process has failed", and - calling on the PLO leadership to stop "exporting illusions." Clearly, the PLO demands will be ignored by Israel, and settlement construction will continue, and returning to 1967 border will never be considered by Israel, with Palestine never becoming more than just a 9-letter word !!!!

It sounds like the PLO got bamboozled back into 'talk 'n build.' Hopefully this is part of some larger strategy -- and hopefully that strategy is aimed at something more elevated than the continued comfort of the leaders of the PLO. While you hold negotiations, your people are being inexorably herded into ghettos. Do bear that in mind.

"The Palestinians [are] simply fulfilling a request by the Quartet to present their positions on the issues of security and borders" It would be great to see the maps and to have them made public! They would show just how reasonable and modest the Palestinian request is and just how little of historic Palestine they are prepared to accept for the new state! And it would shine a light on Israeli obstructionism, intransigence, obfuscation and total absence of good faith!

Suppose it will be a breakthrough if Israel reads the PA proposal this time.

ok, but we already know israel will flat out refuse Pals proposal, insead they'll twist things to look like israel is the victim so everyone will pamper them and agree to their conditions, forcing Pals to recede. HOWEVER, now NOBODY has any solid ground to stand on when Pals seek statehood their own way. Pals have done EVERYTHING requested of them, so when israel again refuses international law & Pals right to statehood, their refusal will backfire a hundred-fold worse against israel.

"The issues are complicated and we do not expect to resolve them in a day or two" ... uhh, hello??!!!! they haven't been resolved for MORE THAN SIX DECADES. meanwhile, israel intentionally sabotages every possibility to resolve them so they can steal more land, build more illegal settlements, & commit more crimes of humanity against Pals. same old cyclical bullshit. this rhetoric is merely a cover for israel to continue being criminal.

How come we the Palestinian people never receive any information about these "Proposals" (negotiations of our rights)? Show us a map, explain the security arrangements that you envision? We cannot be left in the blind, and have only a handful of people agree on the fate of millions!

to 8 Hanna - For some reason, somebody thinks it would be better to keep it a secret from the people who might be affected. Then they can spring it on you and then blame you if you don't like the ideas.

negotiation only prolong occupation. the solution is divestment, sanction and boycott israeli products in order for israel to free the holy land

There is NOT need to know about PA proposals,
that Israel will surely reject since:
1- they surely call for all of 1967 "borders" as the Palestinian state
( making security totally impossible for the Jewish state )
2- refuse to recognize the rest as the Jewish state, and
3- still plan to flood the Jewish state with Palestinian refugees !!!

"The gap is IMPOSSIBLY wide between the two sides on all issues."

Hanna how dare you questioned our beloved, intelegent, honest loving leaders? they are allah's gift to us and you cannot question allah's will

@Hana 8 -- yes, you should see the proposals. Had you and some sharp eyed people seen Oslo agreement, then maybe Abbas and the PA would not have sold the farm (land, water, access, liberty, civil rights, etc) to Israel for the price is a nice soft life!

Our leaders are neither "beloved, intelegent, honest, nor loving".
So, either you are joking, stupid, or "allah's gift to us" is misery,
since we're ruled by fighters that,
- just spread fantasies about creating Palestine,
- steal the foreign donations intended for the people,
- train our children to become suicide-bombers, and
- even murder us as collaborators (without trial) !!!!

Yes, it's true that the PA enjoys a "a nice soft life", but if Arafat, "Abbas, and the PA " had "not have sold the farm", then they would still probably be in living in a Tunisian exile, and foreign donor states would have NO Palestinian Authority through which to fund the building of Palestine, and the Palestinians would have far less of a state than they have now.

#14 i collect all accurate information from maan and wafa news. and if you have followed some you would then know that our leaders gave us 1 victory after another

13 – you are so wrong. Abbas and the PA have not sold anything to Israel because of the very simple reason – they never had anything: they never had a country, Palestine never existed as state or country, Palestinians never had liberty, civil rights ets. And the lack of will to compromise and negotiate ensures that Palestine will never be established as a state.
