GAZA CITY (Ma'an) -- Fatah on Monday called on Palestinians to boycott a visit of the Qatari emir to the Gaza Strip.

Sheikh Hamad bin Khalifa al-Thani is expected to visit Gaza on Tuesday to inaugurate reconstruction projects worth $254 million. He will be the first head of state to visit the Hamas-run enclave since Israel imposed a siege on Gaza in 2006.

Fatah's office in Gaza said the visit would entrench the division between the West Bank, governed by the Fatah-led Palestinian Authority, and the Hamas-run Gaza Strip.

"Looking for a political power in the region at the expense of the Palestinian people and their rights and unity is unacceptable," Fatah said in a statement, adding that aid to the Palestinian people was not a gift but "a national and holy duty."

Fatah said all aid to Palestinians should be channeled through the Palestine Liberation Organization and its leader President Mahmoud Abbas.

It said those using Palestinian suffering for their own "narrow goals" should look for ways to support Palestinians to achieve their rights internationally.

Earlier Monday, Fatah leader Yahya Rabah told Ma'an that Fatah had not been invited to meet Sheikh al-Thani by Qatar or Hamas.

Spokesman of the Hamas-led government Taher al-Nunu insisted that Fatah had declined an invitation to attend the welcoming celebration for the emir.

Popular Struggle Front leader Mohammad al-Ziq said his party had declined an invitation from Hamas to join the welcoming ceremony.

Al-Ziq said the emir's visit would further the division and legitimize the national split while the PLO was trying to win state membership of the UN.

The Popular Front of the Liberation of Palestine also criticized the visit.

"We are surprised that emir of Qatar will visit Qaza at this time," PFLP's general leadership said in a statement. "This visit is serving the Israeli occupation and will enhance the geographic division between Gaza and the West Bank."

PFLP said the millions of dollars donated to Gaza by Qatar would not mask "the real political reasons" behind his visit.

Fatah need to shut up. Qatar is stepping in to help rebuild Gaza b/c Abbas and the Palestinian Authority are not doing a damn thing about it....because the Palestinian Authority is complicit in the Gaza blockade..and they don't want to lose the close relationship they have with their financiers...Israel and the United States of America. Abbas isn't working for the best interests of Palestinians...& by "Palestinians" I man ALL Palestinians. Let's not fool ourselves, he doesn't represent anyone.

We the Palestinian people are grateful to Qatar even if our so called president is not! How arrogant to say that it is Qatar's duty to give aid! He's just angry that the money will benefit the people of Gaza rathern than his own pockets!

It's not about for or against. Fact is that this is much needed aid and saying thank you doesn't hurt. We all know that the Gulf countries are good friends of the US and some people argue that by giving aid they try to ease their conscience as they don't really do anything else. However, the fact that this head made the effort to come here defying the siege is significant for the Palestinians. Moping around like a child as Abbas is doing is unacceptable. It's time that the people come first!

@Mohamed. Quite right. But you see Abbas feels that he isn't helped with this aid. This is the trouble. Abbas doesn't see the Palestinians in Gaza as his people. We've seen it during the war, after the war and right now. After the Hamas takeover he boycotted his own people paying doctors and nurses to stay at home in protest. You can imagine what this meant for the sick Palestinians in Gaza. What president would do that?

Mel, keep on talking from the US about Palestine and acting like you know what you are talking about..You know nothing..its nice to receive aid good for the people but its not about aid..its about the Pig Hammad..He Always was anti PLO/PA/Fatah ..he Always was a friend of the zionist..So his going to Gaza is just to difide us...and I Forgot to ask...do they realy need aid in Gaza?...I hear they are already walking with the Iphone 5 and pay twice the price..even the Occupation does'nt have it yet
