PA 2013 draft budget excludes fuel revenues

NABLUS (Ma’an) -- A draft 2013 budget approved by the Palestinian Authority and submitted to parliament amounts to 13.2 billion shekels ($3.6 billion) but completely excludes fuel revenues.

The draft, obtained Tuesday by Ma'an, will be submitted to the Palestinian Legislative Council for approval. Surprisingly, the budget completely ignores fuel revenues.

The terms of the budget are as follows:

-- NIS 263 million for the president’s office
-- NIS 169 million for all districts
-- NIS 58 million for civil affairs
-- NIS 307 million for the PLO institutions
-- NIS 290 million for the Palestinian National Fund
-- NIS 3 million for the Palestinian National Council
-- NIS 9 million for the refugees affairs department
-- NIS 4.5 for the national committee of summer camps
-- NIS 10 million for the Central Elections Commission
-- NIS 57 million for the Palestinian Legislative Council
-- NIS 33 million for the cabinet
-- NIS 22 million for the secretariats general of the Palestinian cabinet
-- NIS 9.3 million for the prime minister’s bureau
-- NIS 1.5 million for the national committee of education and culture
-- NIS 13.5 million for the bureau of financial and administrative control
-- NIS 23 million for the national orientation department
-- NIS 115 million for the civil servants’ bureau
-- NIS 148 million for the ministry of finance
-- NIS 47 million for the ministry of Jerusalem affairs
-- NIS 19.9 million for non-governmental organizations
-- NIS 400,000 for the Independent Commission for Human Rights
-- NIS 9.5 million for the anti-corruption committee
-- NIS 900 million for retirees
-- NIS 20 million for public expenditures
-- NIS 189 million for public debt services
-- NIS 120 million for financial reserves
-- NIS 24 million for the borders and crossings department
-- NIS 9 million for the ministry of planning
-- NIS 2 million for the ministry of negotiations affairs
-- NIS 206 million for embassies of Palestine
-- NIS 49 million for the ministry of justice
-- NIS 2 million for office of the attorney general
-- NIS 88 million for the Higher Judicial Council
-- NIS 48 million for the ministry of foreign affairs
-- NIS 28 million for the Supreme Judge Bureau
-- NIS 51 million for the water authorities
-- NIS 79 million for the power authority
-- NIS 60 million for the ministry of transportation
-- NIS 33 million for the ministry of telecommunication
-- NIS 55 million for the ministry of public works
-- NIS 161 million for the ministry of local governance
-- NIS 14 million for the ministry of environment
-- NIS 19 million for the Central Bureau of Statistics
-- NIS 20.7 million for the ministry of tourism
-- NIS 23 million for the land authority
-- NIS 54 million for the ministry of national economy
-- NIS 4.5 million for the public committee of industrial zones
-- NIS 8.4 million for the department of measurements and standards
-- NIS 4.2 million for the public committee for encouraging investment
-- NIS 98 million for the ministry of agriculture
-- NIS 2.2 billion for the ministry of education
-- NIS 443 million for the ministry of health
-- NIS 6.5 million for the ministry of women affairs
-- NIS 389 million for the ministry of detainees and freed detainees
-- NIS 1.4 billion for the ministry of social affairs
-- NIS 774 for central social affairs
-- NIS 643 million for the organization sponsoring martyrs’ families
-- NIS 9 million for the ministry of information
-- NIS 103 million for the Palestinian Broadcasting Corporation
-- NIS 19.8 million for the official news agency Wafa
-- NIS 67 million for the higher council for youth and sports
-- NIS 18 million for the ministry of culture
-- NIS 6 million for the fatwa department
-- NIS 11 million for the ministry of endowment
-- NIS 15 million for the ministry of labor
-- NIS 82 million for the ministry of higher education

The government expects to collect 9.1 billion shekels ($2.5 billion) in 2013 of which 1.9 billion shekels ($515 million) comes from taxes and 854 million shekels ($231 million) elsewhere. But the budget makes no mention of figures from VAT or fuel taxes.

The inflation rate for 2013 was set at 3 percent.

Civil servants’ salaries for 2013 are expected to cost 1.9 billion shekels ($515 million) which makes up 17 percent of the public budget.

Jeeeez! The unabashed Capitalist distribution of MOST for the few & LEAST for the MANY!It looks like the USG budgets since de-regulation(1980's)of corporate CRIMINALITY favoring state-sponsored RABID CORRUPTION! The bed-rock,grassroots of national civilization(who do the most)get the bread CRUMBS while the wealthy top few,who do the LEAST,get the CAKE,again! Those allocations REALLY need switching around to be JUST!
