Report: Hamas, Islamic Jihad offer 10-year truce

BETHLEHEM (Ma'an) -- Hamas and Islamic Jihad have submitted a list of 10 demands to Egypt to establish a 10-year truce with Israel, the Hebrew-language daily Maariv reported Wednesday.

Maariv quoted a “high-profile” Palestinian source as confirming that Hamas and Islamic Jihad were willing to sign a truce if their 10 conditions were met.

The first demand, according to Maariv, is the withdrawal of Israeli military tanks from the border fence area to a distance that enables Gaza farmers to access their fields and tend them freely.

In addition, Israel must free all Palestinian prisoners detained after the abduction and killing of three Israeli teenagers in the southern West Bank including those who were freed as part of Gilad Shalit prisoner swap. This precondition also includes softening procedures against all prisoners in Israeli custody.

A third demand stipulates that Israel ends the crippling siege on the coastal enclave, which means reopening all border crossings and allowing the entry of construction materials and all requirements needed to run the Gaza Strip’s power station.

The fourth demand stipulates the opening of an international seaport and international airport in the Gaza Strip to be run and monitored by the United Nations.

Hamas and Islamic Jihad also demanded that Israel increases the Gaza fishing zone to 10 nautical miles and allows Gaza fishermen to use large fishing ships.

Furthermore, the Rafah crossing between Egypt and the Gaza Strip should be monitored by international crews from friendly and Arab countries.

Israel must commit to a ceasefire for 10 years which includes closing Gaza airspace to Israeli aircraft, it added.

Moreover, Israel must give Gaza residents permission to visit Jerusalem and pray in the al-Aqsa Mosque.

Another stipulation demands that Israel abstain from any intervention in Palestinian internal affairs including political arrangements and the reconciliation agreement and all its consequences.

Finally, the Gaza industrial zone must be re-established.

If this report is true, then bravo to Hamas & PIJ. Nothing contained here could be construed as unreasonable. Further ten years is a long time, during which time, should Gaza be reconstructed & thrive, there could be a shift in thinking on both sides (Israel/Palestine) that could finally lead to lasting peace. Whatever Israel thinks, Hamas & PIJ are intelligent & forward thinking. Time to start building bridges. To gain respect you have to earn respect, move forward, this is a good deal for all.

Why would anyone allow a hudna with Hamas? The Islamic 'truce' is only permitted when the current fight can't be won and more time is needed to regroup and rearm. Hamas's singular reason for existence is to destroy Israel. That aim has never changed. Just like the movie, Independence Day, Hamas (the aliens who don't accept the existence of humans), doesn't accept Israel. What did the world do to the aliens? They eradicated them. The same must be done to Hamas.

Anyone who understands the purpose and long-term objectives of Hamas, will understand why there can be no compromising by Hamas when it comes to Jews. It is available on line. Get it, and read it. More 'occupation' drivel. There are no Israelis in Gaza. The blockade was needed because Hamas was bringing in heavy weapons to use against Israel. Had Hamas NOT brought in weapons, there would be no blockade. Everything that is happening in Gaza today is because of Hamas's decisions- no one else's. As always, the conditions include "let our murderers go", which is not only unreasonable, it is probably impossible under Israeli law, as it would be under the law of any civilized nation.

Unconditional surrender is only answer. Hamas will come back to attack unless they truly give in unconditionally as Germans and Japanese did after WW2. That has been problem all along since 1949 -- Green Line was only an armistice and Arabs always had in mind to finish it off and kill the Jews.

This is pretty unrealistic in my opinion. Anything less then unconditional peace and a demilitarized Palestine is unlikely to be accepted. Some have been offered in the past, like farming up to the border, but abused military actions by militants. Osama Hamdan speaking on Al Jazeera, said that following Israel's incursion into Gaza, most Palestinians will have lost hope of a two state solution, as there can be no trust (paraphrasing). This implies Hamas thinks about two state as an option. Hamas ceded power knowing PLO stance, so unity gov could be formed. Even if Hamas doesn't recognise Israel, it would support the majority, if that's what Palestinians wanted, for sure. The IRA fought UK for nearly 100 years, peace came through talking.

@peace - Israel has no interest in TEMPORARY peace, and that's all that's being offered. It's a re-grouping, re-arming by Gazan terrorists for the next battle. Israel wants a final peace that is lasting and thanks to Hamas and IJ, it seems the only way that's possible is with a total disarming of these terrorists, with intl oversight for the next 10 years on EVERYTHING. If that were agreed to, I'd support lifting the legal blockade on Gaza. Hamas, however, has other intentions.

I give up. The arguments supplied by the Hamas supporters defy logic. The fact that they refuse to see their 'freedom fighters' as terrorists shows that they have been professionally brainwashed from birth and that they know very little of the true history of the area. Too late to teach them now that rockets are falling on Israel. Even in war Hamas is stupid. When Japan surrendered to the USA in WWII, the US rebuilt Japan. The first challenge will be having this proposal aired in the Western media. The proposal is completely reasonable and with Hamas's unity government with the PA it has at least implicitly recognized Israel. This basically removes all the stated objections that Israel has to a two state solution. Sadly that's exactly why it will be met with such opposition. The PA need help with media and public relations. I believe the American people would support this plan if they only knew of it.
